BATTLE CREEK, Mich.—On the day he was impeached by the House of Representatives in 1868, President Andrew Johnson relied on messengers to keep him updated at the White House. Bill Clinton, the second president to be impeached, spent the day on the White House grounds, and was joined by dozens of Democratic lawmakers, his staff and the first lady, Hillary Clinton, for remarks from the Rose Garden after the historic vote.
