WASHINGTON—An outside lawyer appointed by the federal court in Washington recommended that former national security adviser Michael Flynn be sentenced on the charge he pleaded guilty to and found that the Justice Department “engaged in highly irregular conduct” to benefit a political ally of President Trump.
